What counts as rural for RHTP funding?
RHTP targets rural populations and facilities, and states operationalize rurality using established federal classifications (such as rural-urban commuting area codes and designated rural facilities). The practical effect is that programs serving recognized rural areas and providers are the focus of state solicitations.
Why the definition matters
Because half of each year's funds follow a rural-need formula and the program exists to serve rural communities, how a state defines and counts rural areas shapes where money flows.

States typically rely on recognized federal definitions:

- Federally designated critical access hospitals and rural health clinics
